Yes, in FusionRetail 6 you can convert a Purchase Return Voucher as a whole to a Sale Return voucher. Refer to the following steps.

1. Go to Purchase Management > Report > Purchase Return Register (P > R > R).
2. Select transaction which you want to transfer.
3. Click on -S Sale Return (Alt + S )

Note: You can do similar thing to convert Sale Return to Purchase Return, using a similar proces. (use '^U Pur Return' button in Sale Return Register).
